Since COVID-19 pandemic travel restrictions were imposed at the start of April 2020, international visitors on temporary visas have been blocked from entering Japan. While foreign tourists are not expected to be permitted to enter Japan before 2022 at the earliest, legal foreign residents who want to return are permitted to do so. Additionally, as of November 8th, 2021, there is phased entry of international students, technical trainees and business people with strict conditions applied.

Irrespective of your citizenship and port of departure, strict testing and self-quarantine procedures are in place.

The main points for arriving in Japan:

Despite what you may have heard about Japan “reopening” its borders, currently the borders are closed, except to citizens, and legal foreign residents of Japan
Business travellers are permitted with strict conditions and burdensome procedures for the company hosting them
International students and techincal trainees are very slowly being permitted to enter based on the date that they received their Certificate of Eligibility letter from the Japanese government
All arrivals need to take a PCR test within 72 hours of your departure with the MOFA form signed by a nurse/doctor
You’ll need a smartphone and will be required to install apps that allow the government to monitor your 10 or 14-day self isolation
Depending on the countries you have visited 14 days before departure and your vaccination status, you may have to spend the first 3 days in quarantine at a government provided hotel and a total of between 10 and 14 days in self quarantine
You can’t use regular public transport to travel from the airport
You’ll experience a kafkaesque 1-3 hours of bureaucratic checks and stamping of paperwork on arrival at the airport
